Kelly Moan

Senior Security Engineer, Cyber Solutions Division, MGMT/OCIO/OCISO, Department of Homeland Security

Kelly Moan, who helps lead the Department of Homeland Security’s cyber solutions, goes the extra mile to get results, her supporters say.

“She’s young, smart and works really hard,” said Kim Pack, vice president of strategy and management practice lead at Wolf Den Associates. “You can go to her to get things done, and you’re going to have a good time doing it.”

Pack met Moan, a senior security engineer in DHS’ Office of the Chief Information Security Officer, at the department’s Cloud Center of Excellence, a grassroots effort that spans 39 agencies and has more than 120 volunteers who develop resources and guides to help agencies navigate the challenges of cloud acquisition and migration. Moan is active in the center’s efforts in addition to her daily responsibilities at the CISO’s office.

“Kelly’s ability to join an organization, integrate seamlessly and contribute immediately [has] provided immeasurable value to the CCoE,” Pack said.

Moan’s contributions include providing cloud cybersecurity guidelines for small and medium-sized enterprises and improving communication between DHS and the CCoE. She relied on the expertise she gained through CCoE for a cloud migration project for DHS and its components that involved Microsoft’s Windows 10 and Office 365.

“She knew this would be a highly complex task,” Pack said, “so she set out to provide migration guidance and standards early to ensure a more seamless agency migration. She leveraged her network and proactively sought out lessons learned, best practices and challenges experienced by five other agencies at various stages of Windows 10 or Office 365 migrations.”

Because of her “expertise, confidence, poise and ability to command a room, [Moan] “encapsulates the best and brightest that our government workforce has to offer,” Pack said.
