The Defense Department standard for records management applications is mandatory for DOD agencies, but voluntary for civilian agencies. DOD released Version 3 of 5015.02-STD in April 2007 and certified the first products under this revision this year. The National Archives and Records Management endorsed Version 3 in September.
The biggest changes in Version 3 are:
Optional certification for Freedom of Information Act (FOIA) and Privacy Act support processes.
Greater data security and integrity requirements.
A requirement for records management applications to import and export files via Extensible Markup Language schemas.
DOD’s Joint Interoperability Test Command has certified under Version 3 one product from Feith Systems and Software and four from CA.
CA tested its core application and three variations that integrate the core system and separate enterprise storage management applications. The company has not certified any of its offerings for the optional FOIA, Privacy Act or classified records requirements but has plans to do so. Feith has certified its application for handling classified records.
Many more companies are certified under Version 2 of the standard; those certifications expire two years after the testing date and, in the case of Version 2 software, won’t be renewed. The last Version 2 product certifications expire in December 2009.
