The Defense Department's inspector general unearthed numerous problems with purchases made by DOD and the General Services Administration, according to the IG's draft audit report.
Here are several of the problems the IG identified:
- GSA and DOD violated the Anti-Deficiency Act, which prohibits agencies from spending more money than lawmakers appropriate, for 12 of 54 reviewed purchases.
- GSA's Client Support Centers did not give enough justification for sole-source procurements for six of 14 purchases.
- DOD's interagency agreements with GSA were inadequate for 54 of 56 purchases.
- DOD did not keep an audit trail of funds for 11 of 56 purchases.
- DOD failed to develop adequate quality assurance plans for 42 of 51 purchases.
- DOD lacked acquisition planning for 55 of 56 purchases.
