Navy flight ops task order goes to ManTech

The Naval Air Systems Command’s Program Management Office has awarded the Military Flight Operations Quality Assurance (MFOQA) Acquisition Category IVM program to ManTech International.

According to ManTech, the competitively awarded, performance-based task order, issued under the SeaPort Enhanced multiple award contract, has a base of one year and four option years, with a potential total value of $39 million.

ManTech will provide services such as knowledge management, software development, systems engineering, test and evaluation, integrated logistic support, training, and management. The work will be performed at the Patuxent River Naval Air Station in Maryland.

According to the Navy, the system is a knowledge management process that improves training, operational readiness and safety by downloading flight data from every flight and providing the crew, squadron and fleet with quantitative information regarding aircrew and aircraft performance.

The system is designed to reduce operational risks by identifying human error, which is involved in 70 percent to 80 percent of aviation mishaps, on a near real-time basis. It also provides the tools to measure the effectiveness of intervention strategies.

“Our defined processes readily support the performance-based work required by the MFOQA program, which focuses on providing critical flight data analysis, post-mission aircrew debriefs, and aircraft maintenance and troubleshooting information to Navair,” said Kenneth Farquhar, president of ManTech Systems Engineering.
