The General Services Administration should ensure that its telework policies and procedures are fully implemented throughout the agency, according to a recent inspector general review. The IG also found that GSA’s regional monitoring controls are insufficient to ensure that the agency is accurately determining and reporting the number of people taking part in the program.
In addition, some of GSA's guidance is inconsistent with the Office of Personnel Management's governmentwide guidance published in the Federal Register, the IG found.
The IG said GSA should:
Implement an agencywide training program, outlining telework expectations, procedures and policies.
Put monitoring controls in place to track participation in the telework program agencywide.
Review the agency guidance and bring it in line with OPM's.
Review the official duty station of teleworking employees to make sure they are getting the right locality pay adjustments.
In a brief written response to the report, Gail Lovelace, GSA's chief human capital officer, said the agency would follow all four recommendations.
