The Homeland Security Department is seeking commercial software to use to teach DHS workers the agency's Government Purchase Card Program.
In a request for information released by DHS' Office of Procurement, the department is seeking to provide Web-based training on the proper use of purchase cards.
The system should be “capable of delivering training from a DHS portal environment,” provide secure log-in information, and conform to Section 508 standards and DHS public affairs guidelines, according to the RFI. The software should be able to track the results and the completion of the training course, the RFI states.
In September, the Government Accountability Office criticized DHS for purchase card abuses. GAO had audited the program and said DHS enforced weak control over its program, possibly resulting in widespread abuse. Department officials disputed the charge, saying that the percentage of abuses were few compared with the number of proper uses of the cards.
