The General Services Administration has named Kevin Messner acting associate administrator of its Office of Governmentwide Policy. He will continue to lead its congressional and intergovernmental affairs, GSA said in a statement.

Messner’s appointment will aid a more sweeping and positive change in the way GSA interacts with and supports the government, GSA said in its announcement.

Lurita Doan, GSA’s administrator, said Messner, who previously worked on Capitol Hill, has improved relations with Congress and the Bush administration.

Messner replaces John Sindelar, who held the post since December 2005. Sindelar will return to his position as deputy associate administrator in the policy office, the announcement said.

Before Messner’s appointment in June, he worked as chief of staff for Rep. Jim Kolbe (R-Ariz.), chairman of the House Appropriations Committee’s Foreign Operations Appropriations Subcommittee. Messner has also been chief of staff for Rep. Rick Renzi (R-Ariz).

Doan said Messner will further advance efforts to support the President’s Management Agenda.
