The long-awaited Alliant contract is moving closer to reality. The General Services Administration, after reviewing comments on a draft request for proposals it issued in June, said it believes the actual RFP will come out on schedule in October.
GSA filed an update Aug. 31 to the contract's file on the Federal Business Opportunities Web site, expressing its confidence in maintaining the timetable and offering pre-bid details.
According to the update, contractors planning to bid must:
- Be able to remit the contract access fee to the government by electronic funds transfer.
- Have a cost-accounting system approved by the Defense Contract Audit Agency and the Defense Contract Management Agency.
- Possess a top-secret facility clearance before the solicitation closing date.
GSA will not require contractors to have other capabilities, such as an approved purchasing system or earned value management system, to win a place on the contract, but some of those may be applicable for orders placed through the contract, according to the announcement.Contractors may form a team to bid on the contract but are not required to, according to the update. It also addressed labor categories and past-performance issues.
