The U.S. Agency for International Development has awarded a blanket purchase agreement contract to Development InfoStructure (Devis), a provider of information technology consulting services.

BearingPoint leads a second team, which includes Northrop Grumman, IBM and CACI International. A third team is composed of AINS, Computer Sciences Corp. and a subsidiary of Oracle. A subsidiary of SRA International, Systems Research and Applications, leads the fourth.

The Principal Resource for Information Management Enterprise-wide BPA award, issued through the General Services Administration IT Schedule, is for modernizing and supporting USAID’s worldwide business applications. The award runs through 2011 and has a $300 million ceiling.

Unisys, one of the biggest systems integrators with annual federal revenue near $1 billion, is partnering with Devis on the BPA, which will support USAID’s Program Management Office, IT Systems Modernization and Maintenance Division studies, systems engineering, database design and administration. It will also support software design and customization, maintenance, technical support, and training, according to a Devis statement.

The division is responsible for more than 100 applications that support more than 6,000 users, according to the announcement.

Devis, which has supported USAID since 1992, manages data for the agency’s international training programs and its extensive development loan guarantee portfolio. Both systems gather data and report on and support transactions from partner installations and missions worldwide.

The integrator, based in Arlington, Va., also provides USAID contractors with a software as a service product called AID-Project, which delivers online, on-demand support for work plans, approvals, documents and budgeting, the company said.
