The Homeland Security Department has awarded SRA International, a government technology and strategic consulting company, a $42 million contract to provide strategy and support services to DHS’ Office for Interoperability and Compatibility (OIC).
The task order, awarded under the General Services Administration Federal Supply Schedule, has a total estimated value of $42.2 million over 45 months if all options are exercised, according to a statement from SRA.
SRA’s consulting practice, Touchstone Consulting Group, will be the prime contractor with CSR, G&H International Services, Highlands Consulting Group, RH Wohl and Associates, and SogomiSet as subcontractors.
Touchstone will provide OIC with program management activities, including communications and outreach; legislative and budget analysis; stakeholder coordination; and strategy, standards and requirements development.
DHS established OIC in 2004 to strengthen federal emergency preparedness and response. Key components include the Safecom communications program, which was established after the 2001 terrorist attacks to oversee all initiatives and projects pertaining to public safety communications and interoperability, and the Disaster Management (DM) program, which oversees the secure exchange of incident-related data and information.
SRA’s Touchstone Consulting has worked with OIC’s Safecom and DM offices for several years, said Steve Lynott, vice president and director of Touchstone, in a statement. “We have a deep understanding of [their] program goals and objectives,” he said.
