L-3 Communications plans to establish a Homeland Security Group next month to oversee the company’s homeland security-related businesses. L-3 has named Craig Coy president and chief operating officer of the group, reporting to Frank Lanza, L-3 chairman and CEO.
The L-3 Homeland Security Group will consist of the company’s Security and Detection Systems, SafeView and CyTerra subsidiaries, and other homeland security operations.
According to a company announcement, Coy will oversee L-3’s homeland security operations and coordinate its product lines and divisions, which include intrusion detection, port, border and airport security, secure communications, feasibility studies, and requirements training.
Coy previously was CEO of the Massachusetts Port Authority, where he oversaw Logan International Airport, the Port of Boston, the Tobin Bridge and Hanscom Field in Bedford, Mass. At Massport, he led the implementation of Logan's nationally recognized 100 percent baggage screening program.
Coy served more than 20 years in the Coast Guard in various capacities, including COO for activities in Europe and director of the Commandant’s Strategic Planning Office. In 1983, he became the first Coast Guard officer to be selected as a White House Fellow and worked with President Reagan’s domestic policy adviser. He also served as deputy director for counterterrorism at the National Security Council.
He is a graduate of the U.S. Coast Guard Academy and has an MBA from Harvard University’s Business School.
Based in New York City, L-3 is a provider of intelligence, surveillance and reconnaissance systems, secure communications systems; aircraft modernization; training; and government services.
