New federal guidelines for alternative workplace arrangements do not allow agencies to reimburse employees who work from home for their incremental utilities costs or for federal or state taxes that companies charge for residential telecommunications equipment or services. The detailed guidelines published March 17 in a General Services Administration bulletin provide answers to most questions that federal managers have about offering employees the option of working from home or a telework center. Published under the signature of John Sindelar, acting associate administrator for GSA’s Office of Governmentwide Policy, the guidelines are effective immediately. The bulletin recaps various laws related to telework, including a law that requires agencies to consider the feasibility of alternative workplace arrangements before acquiring additional government office space or facilities.
