Cynthia Church, assistant secretary for public and intergovernmental affairs at the Department of Veterans Affairs, is moving to public relations firm Fleishman-Hillard to work on strategic communications. Church worked at the VA for 22 months and previously served as deputy press secretary for former Secretary of State Colin Powell.

Robert Collet, who led AT&T's efforts to compete for the forthcoming Networx contract, is leaving the company to take a job at a nontelecommunications firm.

Qwest Communications International named Diana Gowen senior vice president of government services sales. She replaces Jim Payne, who left the company earlier this month.

Bill Piatt, formerly with Unisys, has joined Scientific Applications International Corp., as vice president in charge of homeland security operations. He will work for Woody Hall, former chief information officer at the organization formerly known as the U.S. Customs Service, who was recently promoted to senior vice president of the enterprise services business unit.
