The Office of Personnel Management today released a 73-page technical document on a governmentwide consolidation initiative, the Human Resources Line of Business. The document is intended for information technology managers, procurement officials and program sponsors responsible for the initiative.

The HR LOB will shift reponsibilty for human resources information systems and payroll operations from agencies to consolidated services centers that specialize in those operations. The document released today outlines standards, specifications and technologies for managing federal employee compensation and benefits.

Officials at OPM, the lead agency for the HR LOB, said the consolidation initiative will improve the government’s ability to manage the federal workforce. They added it will also result in increased operational efficiency, lower costs and better service.

The document explains how technologies required for the HR LOB initiative relate to one another to achieve portability, scalability and interoperability.
