While the Justice Department was bogged down in awarding a $305 million contract for its do-over case management system called Sentinel, the Line of Business Consolidation initiative for a similar effort was treading water.
But with Sentinel awarded earlier this year to Lockheed Martin Corp., the Office of Management and Budget is pushing Justice to include all agencies under the LOB umbrella.
For litigation case management, Justice, which completed the target architecture in fiscal 2005, now will work with any agency that is involved with litigation, according to an administration official familiar with the LOB.
These agencies include the Environmental Protection Agency, IRS, Securities and Exchange Commission and many more.
“We know it’s more than just the Justice Department and we want to make sure whoever is going forward with a litigation system either builds onto or adds to the Justice system,” the official said. “If we are going to build many times, we want to use a similar architecture so the systems can share information and components easily.”
Justice and OMB held a meeting last week to develop the plan with new LOB program manger Paul Garrett, who took over for Price Roe in March.
For the federal investigative case management system, the second piece of the LOB—of which Sentinel is one part—the official said the goal is to get Justice, the Homeland Security Department and any other agency that does investigations to work more closely together. Justice also developed the target architecture for the case management system and held an industry day last fall.
