The Transportation Department has named Lawrence Neff as its deputy chief financial officer. Neff replaces Tom Park, who retired last month.

Prior to his appointment Aug. 7, Neff, who joined DOT in October 2000, helped initiate the department’s efforts to implement integrated financial systems using Oracle Corp.’s Federal Financials. That financial management system has helped the agency receive clear audit opinions in each of the last four years.

In February 2004, Neff was named the department’s director of financial management.

The Office of Management and Budget designated DOT as one of four financial management centers of excellence under the Lines of Business Consolidation initiative, and currently is marketing its financial system and accounting services to other agencies.

Neff started working for the government in 1979 as a management analyst for the Federal Highway Administration, and from 1996 to 2000 he led that agency’s Information Technology Division. Neff earned his bachelor’s degree from George Washington University in Washington.
