I am "retired military" -- 20 years of active duty Air Force plus 10 years in the Air Force Reserves. I think the previous comments miss the mark. The goal of promotion boards is not "demographic adjustment" but selection of "the best and the brightest" for higher levels of responsibility. A cohort of individuals -- say Captains In-the-Zone for promotion to Major -- meets a promotion board. The best qualified are selected for promotion without regard to any demographics. Specifically, no one is discriminated against because of sex or membership in any minority group. The selection process is, thus, "demography-blind," as I believe it should be. Isn't that the embodiment of the American dream, namely that anyone willing to work hard and play by the rules can rise to the limit of their God-given talents? The US military is a benchmark of meritocracy. It does an extraordinay job of selecting for promotion the best and the brightest to defend this nation while simultaneously doing as good a job as anyone at giving every American who wants to wear the uniform -- with all the sacrifices which that entails -- an unimpeded shot at "The American Dream."

While I am more than happy to give the Defense Depatment, and especially the Army, high marks for striving toward the "demography-blind" institution OldSoldier suggests it is, there is still a lot of work to be done. As good as the military services try to be, I am often amazed at how much racism and sexism lurks behind that hard work and those good intentions. DOD is certainly better than much of American industry and commerce, but that just might be damning with faint praise...
