While standardizing processes will improve overall security and help front-line security guards do their screening job, the simple fact is that the leading security consortiums in the IT and physical security industries were already making great strides in technical convergence and process improvement that will move user authentication and authorization to the system back end. A token-based solution is obsolete even before large numbers of these very expensive ($50- $100 !!) new cards are issued. The benefits of HSPD-12 are being acheived by PKI and smartcard vendors, not by federal agencies.

There are benefits to HSPD-12 today. There are products that will collect the various CRL's and push them to a PACS. Previously, if you issued an access control card to an employee you had no way of knowing when the employee was terminated by their home agency. Now, you can know and the PACS/LACS can remove access permissions automatically based on the certificate status. This is one of many business processes that can be improved today. HSPD-12 didn't create the technology, it justed forced the agencies to use the technology.

OK then. Let's see the actual numbers of visitors from one federal agency visiting another, and an analysis of how managing these apparently constant visits (1) presented a discernable threat, and (2) cost so much to manage as to make such an absurdly expensive solution make sense? I say again, the only real beneficiaries are those who sell HSPD-12 solutions to goverment agencies. Let's hope agencies delay until October, after which HSPD-12 might be exposed for the money vaccum it actually is.

Sorry BrianHavekost, this last reply wa sunnecessarily harsh and my ire is not directed at you. It is pointed at those who determined the entirety of the access control landscape for federal agencies without a simple business case study first. My agency is always strapped for cash and cutting one 'critical' program to fund another. And here comes OMB and NIST saying, from the comfort of the conference room and the lab, respectively, that this solution must be funded 'out of hide.' PIV I is great, and is all that was needed. PIV II needed (and still needs) rethought.

No need to worry, Runner315 _if_ Agencies will delay until deadline.. Endemic internal inefficiencies will virtually ensure it. As an agency in a large department trying to move the process along, we have to fight HR to get answers regarding enrollment status, and to get them to start validating/enrolling as new enrollment stations come online. Queries to Dept for answers go largely unanswered. Rather, answers more than likely come from trying to eavesdrop on multiple teleconferences and piece together viable intelligence from which to determine the answer for Agency leadership. C&A (as always) takes forever.
IMHO, there is no way these cards will be issued by October. Don’t get me wrong, I agree this is a good idea, but it is going to take longer to complete and cost more than projected, as usual….

The real long term value is in completing the digital infrastructure. As long as we continue to use pen and ink to complete the "signing" of documents we tie our hands to the past. A digital credential allows for digital signings. The value of a network (and PKI is a network) expands exponentially with the number of users.

Re HSPD12, I agree with Runner315 that the only real beneficiaries are those who sell HSPD12 solutions to gov agencies. In my 41 yrs in one gov agency, I'vd had maybe 2/3 occasions to enter another Federal Building. If my agency ID hadn't been good enough (or now), the person I was visiting could have been called down to escort me. But instead HSPD12 comes along, and there goes our agency money & manpower out the window. Where are all these so-called threats that have been honestly documented and how did this HSPD12 get so far along? The obvious threats that every American knows exist are at our land borders and sea ports that are seriously understaffed and seemingly without enough caring politicians in DC to help correct the problem by better staffing, fencing, police, technology etc. That's where our priorities - - and funding - - should be, not being used for a highly questionable, unjustified HSPD12. HSPD12 is a solution to a non-existent problem. Lord Help Us All.
