In the Oct. 1 issue of Federal Computer Week, Howard Risher, a consultant on pay and performance, tackles the tricky topic of pay-for-performance for technology specialists. In his article, Risher spells out the challenges that come with pay-for-performance, particularly when it comes to technology staff, and outlines the basic principles that should guide any such effort. "The market for the best technology specialists demands they be treated as world-class experts and paid accordingly," Risher wrote. "That level of expertise justifies special status and pay as high as Senior Executive Service levels. Technology companies often have highly selective policies that make becoming an expert the capstone on a career." On the one hand, creating the pay bands and determining market rates are no big deal, according to Risher. Neither is planning the pay-for-performance policy. "The problem that has confounded government agencies is the process or system for managing employee performance."
