A new Congressional Research Service Report has been posted by the Federation of American Scientists. Internet: An Overview of Key Technology Policy Issues Affecting Its Use and Growth (updated April 13, 2005) covers all the usual hot buttons: broadband, privacy, spam, Internet domain names and government IT management. The appendices have lists of current and past legislation governing these issues.
This report from the Congressional Budget Office Third-Party Financing of Federal Projects (June 1, 2005), describes some of the financing methods that agencies use to raise capital through third parties. CBO advocates that these costs of the projects should be included in the budget, so that an accurate representation of total cost is available.
