Thereâs a relatively new report out about e-government policy and implementation in the UK: Public Services & ICT: Where next for transformational government? It argues for good planning, metrics, pilot projects and a host of other reasonable e-gov project management tactics. The press release has this section in it, and it's getting my dander up (though perhaps it's just inflamatory marketing for the report):
Alexandra Jones, associate director at The Work Foundation, and co-author of the report, said: âToo many government ICT projects fail to deliver the promised benefits because public sector managers have a reckless streak â they become dazzled by the potential of the technology and lose sight of what is practically deliverable.
âGovernment should not be about cutting edge innovation â it should be about serving citizens well and efficiently. If someone gets their benefit late due to computer failure, it matters in a way that it simply doesnât when private sector ICT projects fail. The private sector can afford the luxuries of innovating; in the public sector, ICT needs to work.â
Grrr.
