The Business Roundtableâs new report, Essential Steps Toward Strengthening Americaâs Cyber Terrorism Preparedness, discusses the cataclysm awaiting us should the Internet go down for an extended period. For once, it seems, a group is not laying the responsibility for the survival and reconstitution of the Internet infrastructure (should that be necessary) solely at the feet of the government. Government has an important role to play in planning and in establishing âclarity, responsibility and accountability,â but the Business Roundtable believes that âindustry must undertake principal responsibility for reconstituting the communications infrastructure, including telephony, Internet and broadcast media.â
The three broad recommendations are:
The private sector must undertake most of the responsibility for fixing weaknesses in key Internet assets.
The federal government should complete response plans by defining key terms and responsible parties.
The private sector and the government should cooperate to create joint public and private programs and institutions.
