In Effective Counterterrorism and the Limited Role of Predictive Data Mining, Jeff Jonas (IBM Distinguished Engineer and Chief Scientist, Entity Analytic Solutions, IBM Software Group) and Jim Harper (director of information policy studies at the Cato Institute and author of Identity Crisis: How Identification Is Overused and Misunderstood) make the case that predictive data mining is not an efficient or effective way to hunt terrorists.
