Hereâs a good article in Military Information Technology you might not have seen. In Write as We Fight, Sue C. Payton, Deputy Undersecretary of Defense, urges the technology community to work as one robust, responsive network rather than as a scattered set of assembly lines. Her point:
â¦much of the Department of Defenseâs software, which is central to its operations, is bound up in proprietary systems. These âblack boxesâ cannot be accessed or modified by anyone but the original vendor, even though DoD nominally has rights to millions of lines of code that have cost billions of dollars to develop.
