I just happened across the European Computer Driving License. Itâ€™s a program for end users that certifies users in common office programs â€“ word processing, spreadsheets, presentations, etc. You study the material on your own, take the test, get a certificate thatâ€™s recognized in 138 countries. According to the Web site, thereâ€™s an office in Connecticut, but as I was poking around, I saw that it was offered through some school districts and community colleges in the United States.

Here are the modules:

1. Concepts of Information Technology 2. Using a Computer and Managing Files 3. Word Processing 4. Spreadsheets 5. Database 6. Presentation 7. Information and Communication

I think Iâ€™d add a module on security.

UPDATE: The Educational Testing Service has a test called the Information and Communication Technology Assessment that evaluates students' ability to display and interpret data, use advanced search and compare information.

And Cardiff Law School (UK) is including information literacy as a core module to help law students "recognise when information is needed, find this information and evaluate and use it effectively to accomplish a specific purpose. The model is ideal for teaching in a law context as it has strong parallels with the benchmarks for law graduates."
