David Nummy has joined Grant Thornton's Global Public Sector practice in Alexandria, Va., as executive director, the company, the U.S. member firm of Grant Thornton International, announced today.
Nummy was managing director of fiscal accountability at the Millennium Challenge Corp. since its inception in 2004. There he conceived and implemented the financial and procurement accountability framework for grants to recipient countries and developed financial control mechanisms.
Prior to that, he was a senior adviser for budget policy and management at the Treasury Department, working in Budapest and Washington. In Budapest, Nummy built and managed a worldwide program focused on public-sector financial management reform in developing and transitioning countries. In 1994, he was stationed in Kyiv, Ukraine, as a field officer for the nonprofit, nonpartisan International Republican Institute, where he designed and managed a democratization program in the newly independent country.
In 1991, the Senate confirmed Nummy as chief financial officer and assistant secretary for management at Treasury. He spent two years in that role after working as the principal deputy assistant secretary for management from 1989 to 1991. At Treasury, Nummy established the first process to link resources with outcomes as one of the early phases of the Government Performance and Results Act.
Nummy began his career in public service in 1981 as a staff analyst at the Senate Budget Committee after earning his CPA and working as an accountant at Ernst and Whinney in Dallas.
Nummy has a master of science in accounting with an emphasis in taxation and a bachelor of science in accounting, economics and finance, both from Oklahoma State University.
