I'm confused. In the title of your editorial, "Time for a fresh start," you wrote that few people think the General Schedule pay system works well, but then in the first paragraph you say, "Increasingly few people believe that the federal government's existing pay system isn't brokenâ¦" and follow that up in the second paragraph with, "One-third of agency chief human capital officers said the government should scrap the government's General Schedule pay systemâ¦" Does one-third of a group equate to a majority? I'm not sure how what you stated in your first two paragraphs can lead to what you state in the title. Your logic seems to be skewed. Did I miss something?
