In reference to "E-filing trails 80 percent goal," why would any taxpayer really care that the Internal Revenue Service saves $2.38 per return filed electronically if that taxpayer is charged $9.98 or more to send the return in electronically? It's not likely that the tax rate will be lowered to reflect the IRS' saving. I believe the IRS saves significantly more than $2.38 per electronic return. Rather than a law or regulation forcing e-filing, the IRS should give a tax credit to offset all or part of the e-filing fee as an incentive to the taxpayer. The idea of giving an incentive for electronic services has been adopted by other countries such as Singapore.
