In regard to “Security’s new unified command,†the process of combining security elements lends its credence to an old Defense Department instruction, 5200.28-STD Paragraph 4.3, which states that a mixture of safeguards -- communications, administration, computer, personnel, physical, procedural and emanations -- is needed to protect an information system. It is not unusual to see old ideas resurfacing after years of neglect. This concept of safeguards has been around for years considering that all agencies have the same problems. The main problem in information technology today is political appointments -- individuals who are appointed by someone with little or no knowledge about the field that they are supposed to be supporting.
