Regarding "Roosevelt scholarships would help fill mission-critical positions":  Again, I state that with the expected large number of baby boomers retiring, leaving a gap in higher-level positions, there does exist a cadre of qualified or potentially qualified personnel at lower levels that presently exist in government positions. 

We keep hearing that the government needs to hire from without to cover the expected large number of vacancies when the retirements begin to occur.  This [might] leave many, if not most, of us to believe that we would be passed over or disregarded for these positions.  I understand the need to think outside the box for solutions, but please do not forget about the box as it may contain a solution.

Why not address another key part of the problem. Some agencies are actively pushing out highly paid very experienced dedicated employees so that vacacies can be filled (if they are filled at all) by lower paid employees often in lower graded series. Many of us are compelled (if not outright forced) to retire because our jobs are eliminated or relocated thousands of miles away in this effort to trim costs. Little thought is given to what the position involves; my position now (after a year) vs. my previous position contributes little to the agency's mission in real life situations. But they are bent on a new business plan dreamed up by a consulting firm with the overall goal of - surprise - showing Congress that we should be contracted out/privatized because we can't (or won't) improve as they intend.

I agree I am in mid level career status with education and experience ...I have 7 years left and if I stay 10 I get more benefits. So why would management think anyone else would stay longer....not to mention my years of experience. I currently work for a person with 3 years federal service in the office I've been in for 12...I don't think that person is doing any better than any of us "older" (40 something) folks would do, and probably won't stay with federal service either...
