Regarding "DOD moves to limit excessive pass-through costs": This rule seems aimed to once again limit the use of small business contractors as subcontractors to large primes.

Has anyone noticed how small businesses are being shut out of the federal contracting marketplace more and more?

The Air Force has been struggling for some time with their small business contracting procurement strategy for their Netcents contracts.  Now, let's see, how many years has the [Air Force] been using small business set asides?  And it is still a big problem for them?
They can't figure a graceful way to keep the small businesses out of this procurement, period.

The Air Force is unable to gracefully do anything in procurement and that is why they receive and lose so many GAO Protests The CSAF needs to wake up that it is not the contractors at fault but the USAF Acquisition Community Culture and their new Installation Acquisition Transformation will only consolidate the problem into Regional Central Offices and not solve the problem. This whole situation goes hand in hand with the GAO Report about how many Acquisition Officials retire and go to work for very large Contractors.
