Today's faster-paced world requires more than the preservation of an archaic personnel system designed for the 1930s. The dysfunctionality that has infiltrated most agencies requires a serious flushing of the brain drain.

I agree. But to complete the flush you would have to do the same with legislation and regulation, and Socialist hangers-on in Congress. That will require executive leadership that cares about how the government is actually run and that has the kahunas to face up to Congress with a cogent and sellable plan. That's how to clean this toilet.
