Letter: Agency practices keep employees from advancing

Regarding “Hiring managers look to outsiders”: How often is it said that we should hire from within? How many qualified individuals exist at the lower levels (GS-13 to GS-15) that don't or will not be able to reach the executive level because of agencies’ hiring practices?

Some of us have qualifications and experience far beyond our present job descriptions and are capable of performing at the executive level, but due to the practice of "stepping" within the government cannot even be considered for those positions.

Stepping refers to the rule that a government employee cannot apply for a position more than one grade above his or her current grade, even if they have experience outside the government that matches or exceeds that of the advertised position.

This is ridiculous and elitist. I, for one, would like to see this rule abolished.

I agree wholeheartedly with the comments made by Rick. I was hired as a GS-7 Computer Operator, but yet knew more about computers than my co-workers at the GS-9 and GS-11 levels. I was hired another place as a GS-9 Info Tech Spec and yet again I knew more than my co-workers at the GS-11 and 12 levels. Hired at a third place as a GS-9, I again knew more than my GS-12 co-workers and way more than the incompetent person at the GS-13 supervisor level. Have you noticed a trend yet? These were at 3 different government agencies. I applied for over 200 positions only to be told time and again that I didn’t meet the time in grade requirements and therefore was not qualified. That is why I accepted the “entry-level” positions so that I could get my foot in the door and begin to climb the archaic GS ladder. It has taken me 5 years to get to the GS-12 level, when I could have easily started at that level 4 years ago. The only reason I got that far that quickly is because I had been learning the “rules” of the HR system and knew when to refer to OPM rules to get on a certificate of eligibility. I know more rules about the governmental hiring process than most of the HR “specialists” I have had to contact to overturn my ruling of not eligible. I have had several “not-eligible” verdicts overturned, but of course it always seems to happen after they have interviewed (if they interviewed at all) and made their selection. The person mentioned above as an incompetent GS-13 supervisor, why did he get the position over the person who as a GS-12 had been the acting supervisor? The HR person saw that he had been a GS-13 before and therefore he “must” have the requisite experience because he had the time-in-grade and selected him on that reason alone. He turned out to be a bad supervisor. So sometimes the HR specialist gets “blinded” by the time-in-grade requirement. It should be abolished!

Maybe your management didn't share your views about how wonderful you are. Maybe there is more to it than knowing "more than my co-workers." Maybe you need to do what millions in the real world do every year -change jobs and manage your own career. I am tired of government employees who whine about their government employment.

When you have to show your Information Technology (aka Computer Specialist) "management" how to format a floppy disk, why they should have reported a server failure and numerous other computer “OOPS!” it shows their level of incompetence. They knew how smart and talented I was because they would tell me constantly "You da man!" and provide me awards for my "great" service. For an architect you sure missed the point. The point is that people are being considered by the GS system "unqualified" to hold the higher levels because of lack of time-in-grade not because of lack of experience. The GS system is like gambling, for some incompetent people they happen to be in the right place at the right time and get these higher-level jobs based on their GS level alone, not their competence at their job. For some competent people who happen to get in the door at the lower levels they are stuck in a Catch-22. They can’t apply for the higher-level jobs they are qualified for because they have been “labeled” by the GS system as unqualified. If you do not know how to fight the GS system then you are out of luck. If they want to advance they have but three options, leave for the private sector, adopt the "Retire or death" method of promotion, or move to a different locality where jobs are harder to fill and climb the ladder there. As for managing my career, I have done that. In the past four years I have been with 4 different governmental agencies climbing the ladder at each stop. I am guessing that you are either new to government to know what we are talking about or are in that "management" group of which I speak.

I sympathize with KD ISO with 29 years federal service and a real education -we have people with time and grade but NO education and or experience but are promoted simply for political reasons. Don't give up...I am applying all over the country and ready to leave myself, not federal service, but seeking promotion as a person qualified with time in grade as well as education and experience. I will keep trying and know that when I do succeed I can retire and do some real work in the private sector as well. You are right outsiders don't know how rigid the system is nor the politics that take place and the waste as well. I have a GS14 manager with no degree and the incompetence shows. So you are not alone.
