Regarding, "DOD lifts restrictions on Interior's acquisition services" : Since [the Defense Department] is concerned [about] the number of contractors performing as contract specialists within the department, they probably also should be concerned about the number of contractor contract specialists that assisting entities or franchise funds use in supporting DOD's purchase needs. Blended workforce issues don't disappear by shifting procurement activities to another contracting organization, but the degree of separation makes it easier to shift blame for problems.
