Regarding “OMB does not support bill to update FISMA”: I would like to know if the Office of Management and Budget had all the facts on the cost of outsourcing work to contractors versus having government employees do the work. Civil service employees often have to repair what contractors tore up or failed to do.
Where is the real cost? Contracting out security is DUMB because civil service employees could do their jobs rather than have to train and watch over contractors.

Interesting suggestion, Paul. But then: who will train and supervise and update the training of the federal employees doing security? And who will hold them responsible and accountable when problems arise? And where would all the costs of their overhead be tallied if someone were to make a cost comparison?
