Regarding  "In search of contracting officers": "...eliminate the requirement of a college degree... ." Did he really utter those words?  I am going to give the gentlemen the benefit of the doubt that you misstated his words. Back in the day it was determined that part of the problem with the [acquisition] workforce was the lack of a requirement for KO and K specialist to have a degree. Now someone who was in [Office of Federal Procurement Policy] is advocating a return to the bad old days.

Can't be...tell me it ain't so, Joe.

This is in response to Wilhelm the Helmet. First of all, it was not a "he" who made the comment, it was Angela Styles. I take it you work for DOD, hence the KO and K designations.

Secondly, the reason that I and so many other knowledgable COs in my position are leaving at such a rapid rate is that we are stuck with no opportunity to advance due to not having a degree, although we are expected to train all the fresh young interns, who don't know the difference between a good contract and a horror novel. Whether or not you have a degree does not determine whether or not you will be or are a good Contracting Officer. I know a lot of COs who have degrees, and they are no more knowledgable about contracting than I am, even without a degree; also, plenty of the degreed COs could be called mediocre at best. A degree alone does not make you a good CO, you have to want to be good and be willing to learn every day. The a lot of the new batches of COs entering Government today also lack something that we "oldtimers" have, which is loyalty to our agencies. To many of them, it is just another job before the "Peter Principle" kicks in.

This has been a longstanding debate; whether a degreed Contracting Officer/Contract Specialist or a non-degreed Contracting Officer/Contract Specialist is better. A non-degreed individual can be taught to be a great Contracting Officer/Contract Specialist. A degreed individual can also be taught to be a great Contracting Officer/specialist. It has to do with motivation, learning ability and most of all, not giving into apathy. When there is no adequate training, no desire to learn, no effective training vehicles, not enough qualified personnel (degreed or otherwise), when there is little understanding of how to read and understand contractual language; this is when our problems occur.

Obtaining a degree is a personal choice.

Let us teach each other and treat each other with dignity and respect.

The presence or absence of a degree is no guarantee of performance capability. It isn't even a guarantee that an unknown applicant would be a good candidate for being trained into a nob. Yes, a person with a degree may have shown the ability to attend classes and pass test in order to obtain a degree. But, the degree is no certification that this person has actually learned anything. This is most relevent today as a majority of college students have learned only to pass the test without actually learning anything. This is so well known that it has even been reported on Network TV News shows.

Take a person that has learned the job and shown capability by actually doing the job satisfactorily and you will ALWAYS have the superior employee no matter the presence or absence of a college degree.

I have been a CO in both Gov't programs and civilian lefe. I have worked with many other CO's in both lives. In my experience the best CO's were those who were the "old-timers". Not that they were "old", but had been on the job and shown capability and dedication. Most didn't have college degrees. What they did have was experience and sharp negotiating skills, not skills you can learn in a college degree program. So, quite wasting time with degrees and look for CO's with the right skills, not a piece of paper.
