Regarding “Pay for performance hammered at House hearing”: I went to all the pre-NSPS briefings, and my understanding was that each pay band for the National Security Personnel System was THE PAY BAND.

I understand that many organizations in Europe are jumping on the NSPS bandwagon to convert their positions to NSPS. However, after reviewing job announcements for those converted positions, it appears these organizations are merely using the original GS pay band.

I don't think that is how it was supposed to work, especially since some people asked what would happen if they changed jobs.
