Regarding “Experts find fault with cyberdirective”: Security and monitoring are closely related. Monitoring is one of the tasks of security — whether it is logging or traffic analysis. Additionally, monitoring must be done with security in mind: securely. If you are monitoring and someone gets a peek because it's not secure, that spells trouble in the form of a security breach. Most of us in the industry know what that can mean: money, time, resources, public trust, and on and on and on.
