Regarding the article, Bush to order agencies to ignore some earmarks, one reader writes: In addition to stopping the earmark authorizations list in committee reports require also that the accompanying appropriations be rescinded also.
Otherwise, to cancel the earmarks without canceling the appropriations for the earmarks will result in appropriations to which there will be no projects authorized for expenditure.
However, Congress can easily counter these earmark cancellations by just listing the earmarks within the appropriation bills or authorization bills.
So, nothing has been accomplished by the President's Executive Order to cancel earmarks in committee reports.
