Regarding "DOD implements pay changes in NSPS," before the National Security Personnel System began, I was a Defense Department employee in a pay-for-performance system that included former General Schedule and Wage Grade employees. With very little revision, that system might have met the wider DOD needs, but nobody bothered to take a look.
