Regarding “Senators support chief management officer positions,” lacking any real job qualifications, the CMO job could be filled by an unskilled, inexperienced, but aggressive supporter of the White House. We’ve seen a lot of those in the past seven years. Another new "chief" position likely will make no positive difference. For example, will Congress allow the CMO to close unneeded military bases, Internal Revenue Service field offices, or duplicate local offices in the Agriculture Department?

I agree, Frank. It seems to me that the duties GAO recommended for the CMO position are all items the agency head and CFO should be effectively fulfilling -- basic strong strategic management. Adding yet another political player to a weak leadership team isn't going to fix the problem. Only by selecting agency leaders with a proven management background and people skills and letting them do their job will.

I agree with Frank and Mike, but would add that political appointees are often the core of any problem with "weak management." OMB has really missed the mark with this one. A better use of tax payer dollars: develop a cadre of senior career civil servants who have the proven skills needed to right a management team. They are out there . . .
