Regarding “Procurement chief chides IGs,” it is interesting that the Office of Management and Budget is finally waking up to the fact that inspectors general are causing real problems in procurement policy. OMB’s Clay Johnson, who heads the President’s Council on Integrity and Efficiency, is the only one who provides oversight of IGs. What, if anything, has he been doing? Looks to me like he has been asleep at the wheel and has allowed this problem to compound.

Absolutely agree. The IG's respond when complaints are filed but why can't they take a survey of all complaints and use the information to be proactive? Acquistion policy, especially source selection policy is significantly lacking. Is it the just path of least resistence to accept the status quo? While we are at it, let's add military health care to the mix. Health care benefits to our servicemen and women has been mediocre (at best) for so long that slipshod service is now accepted as the status quo. You would think that the DoD IG (Claude Kicklighter) and crew could figure it out. I'll bet we could feed several third world countries on the money wasted on GAO audits that could be prevented with proactive IGs.
