In regard to “GSA lashes back at DOD IG,” it is about time someone showed some courage to push back against the Defense Department’s inspector general. The simple fact is we do not have enough contracting officers in DOD because the political leadership cut so many positions in the past few years. The Army has now put a crash effort together to hire another 1,000 or so, but it will take probably five years before we see the results of that effort. Meanwhile, comments from the IG that serve to punish sensible decisions that just do not agree with his own are broadly reflective of how IGs have taken over the lead role in setting procurement policy. At least at the General Services Administration, Jim Williams and Lurita Doan have taken the IG to task and supported the contracting officers. Wish we had strong leaders like that over at DOD.

Those of us in research would like someone with a research and development background to address the draconian security measures that block any real R&D work. To wait a couple of hours for a sys admin to hold our hand through a bit of code modification/implementation is, at the least, counter-productive; to wait days is the death of research.
