Lengthy careers are a relic.  Today's work experience might involve 3 or 4 careers.

It would make sense for young people to come for their stint in government after having [done] a stint in the private or non-profit sectors...preferably in both. Thus they would come to government with enough practical experience to know how to fix the little things in government that once worked but never adapted, and now no longer work.

Fewer Lifers...more in-and-outers.

You are proposing that the profit motive vs. public interest be the basis for young people as they start their careers. Unfortunately, that may be a reason for such a large turnover in the workforce, particularly every 3 to 4 years. Profit is self-centered and so if an agency cannot provide financial rewards as opposed to societal rewards, then the motivation is to move on to the next agency, the next job. Unfortunately, what has happened in too many agencies is that they have steered away from their missions and are merely fulfilling the agendas of agency leads who either seek favor with the administration in office or worse yet their own advancement, and most likely financial on a personal level. Young people should they select to work for an agency need to remain interactive with the public and industry to ensure they are upholding the agency mission but also understanding the impact of that mission on the public and industry.
