Letter: Agency employment biased toward high-level employees

I don't know if federal employees are paid too much, too little or just enough. But based on many years as a civil servant I have two observations:
    1. In my field -- software development -- it's always been difficult to bring qualified people on board. The usual reasons are the long process -- typically a year or more -- the needs for a clearance and low starting pay, even though pay becomes much better after a few years on the job.
    2. In "Do feds get paid enough?" Chris Edwards' comparison of compensation to the "typical U.S. worker" is dishonest. At my agency, and in many parts of the government, nearly all low-level jobs have been contracted out in the past 25 years. Not just administrative support and the like, but also entry-level professionals.

The result is that agency employment is heavily biased toward a highly qualified senior workforce with a relatively high average salary. Any comparison to the national private workforce should be made using senior attorneys, engineers, accountants, etc. I doubt such a comparison would yield the discrepancy Edwards cites.

As a GS7, I think I'm making more than private sector people doing the same thing as I do. Of course, they usually live closer to work than 35 miles.

I'm okay with the commute but my problem is the payraise needs to match inflation. They are closing my facility to move it 20 miles further from my house into a city that has antiquated highways and a large drug problem. The price of fuel is totally out of control and so fixed, it is not amusing in the least. Not to mention, a GS7 doesn't make enough to warrant the 90-minute drive to work and the 90-minute drive home.

I agree with IrishLJ, being paid a GS-7 wage with the Federal Government is a no win situation. Especially when your position has been moved to another location and your wages do not keep up with inflation. Your annual income only gives you the ability to get your taxes done on-line for free, but it isn't low enough to qualify for food stamps.

The current changes in business administration has drastically affected the women with children in school. Most have had to remain in GS-5 or 7 positions to keep their families together and cannot afford to lateral to a position in another city with higher costs of living. We were not offered trainee positions to cross over into other fields that may give us the ability for promotions either.

It will be interesting to see if the younger workforce will even look at GS-5/7 entry positions. In order to pay for college loans, housing, utlities, and have a family they will have to START at a GS-9 wage. Then the cost-of-living increase each year MIGHT be enough to keep up with inflation.
