Letter: Government work unattractive to engineering grads

In response to "Kelman: The hiring season is here," one of the main problems with recruiting qualified grads into the Army Corps of Engineers is low starting pay. I have copied and pasted an actual job announcement from this District Job Announcement Board: "Civil Engineer, GS-810-05/07/09/11" -- note it starts a GS-810-grade 5 -- which pays $25,623 plus $3,239 locality pay, for a total $28,862. The locality adjustment is based on cost of living in certain areas of the country, but most fit into the "rest of us" table. Graduating engineers are finding that better jobs and higher pay in the private sector. Benefits have to be looked at carefully. Health insurance is paid partially by the government, along with life insurance. But government employees cannot qualify for disability insurance, which is NOT offered by the government. The retirement plan is just "good," not great, as the old plan was. A 401(k)-type plan is available, but you must watch your funds and make adjustments to your own investments within the fund. So, grads, take a hard look at federal employment.

Having worked many years in both the private sector and the federal government, I know from experience that most of these complaints from government employees show them to be ignorant of just how good the Feds pay. Civil engineers are the about lowest paid engineers in the private sector. While the starting pay for GS-5 is low, the notice is actually for a GS-5/7/9/11 pay indicating that raises will be very rapid and large - relative to a CE would normally expect in the private sector. Also, the paid vaction time and holidays in the Fed will be about twice what a starting CE would get in the private sector. The heath insurance support from the Fed is worth thousands more than the typical private firm would offer. Job security is also much greater with the Feds. So, for most people, taking that GS-5 CE position and sticking with it would find themselves much better off in 5 years than they would have in the private sector. I know that from personal experience working in the CE field for the past 25 years.

I forgot to add one thing. Typical private CE firms do not offer retirement plans other than a 401(k) type plan which is usually not very good. The Fed plan for this is considered one of the best in the nation by those in the know about these plans. Combined with the rest of the retirement plan, you will do much better with the Feds than most private CE firms.

To respond to the commenter, I work for an agency where we have openings for electrical engineers and we cannot fill the positions because the pay is not adequate or sufficient to compete with the private sector and these are for positions above the 5/7/9/11 cited by the commenter. While there may be a difference in the environment for civil engineers as opposed to electrical engineers, there are many who believe that working for the Federal Government is not that enticing.

I work in the private sector and have many friends that work in the public sector. Based on our discussions, it would seem that A LOT of civil servants make excellent pay, and have benefits that private sector employees will never receive. As an engineer, I don't think it's the pay that is keeping EE's away - I think it's the belief that private sector engineering work is more creative and develops better skills for the future. Two other quick points: applying for a federal job takes too long and is overburdened with KSAs; and the standard "job security can't get fired" mentality promotes inefficiencies and potential poor work habits. Even motivated, skilled people working for the government will be turned off if they see others doing little and getting ahead.

As a current DOD civilian, I would note that Expgeoengr is using outdated information. It used to be that working for the govt was a good gig, with plenty of technical work to keep life interesting. Now all we do is manage contracts. True, the benefits are good. But under the new National Security Personnel System (NSPS) we are guaranteed nothing, including a job. No automatic raises, no automatic step increase, no cost of living increase, and for those "topped out" in their former grade, no pay increase (only a "bonus"). If you do get a "raise" it is limited to 5%, where under the old system you rec'd a min of 6%. And on top of it all we have the pleasure of potentially being deployed to Iraq, Afghanistan, or anywhere SecDef decides we need to go, against our wishes (i.e., without volunteering). Yep, that sounds like a great way to lure fresh talent to the government - NOT.
