GSA to offer HR service on schedules

As agencies reorganize their human resources duties, the General Services Administration is soliciting contractors to offer related services on its multiple-award schedules.

Contractors must provide services for customer agencies with multiple organizational levels and worldwide locations, according to documents related to GSA’s presolicitation notice released May 21. They also will need to handle multiple task orders at the same time.

GSA has modified two multiple-award schedules offerings that mirror private shared-service centers providing HR services to agencies.

Congress has required agencies to improve accountability for their resources, including HR. Legislation has been introduced to require agencies reduce half of all administrative positions, resulting in fewer civilian personnel specialists. Money concerns have forced managers to also re-examine personnel functions in supporting their agencies’ mission.

The Office of Management and Budget created the HR Line of Business to simplify an agency’s process. It gives agency HR departments the flexibility to streamline by buying services from other agencies, known as shared-service centers, and outsourcing to commercial contractors.

GSA is marketing its schedules as easy to use.

“By placing an order against a GSA schedule contract using the procedures in this section, the ordering office has concluded that the order represents the best value and results in the lowest overall cost alternative to meet the government’s needs,” according to the statement of work.

A preproposal conference for the line of business will be held in June. GSA will post more information.
